Fay's Rain Continues; 2 Drown In Fla.

Bush Issues Disaster Declaration To Help

The toll from Tropical Storm Fay is mounting with two drowning deaths reported in Florida and 23 in the Caribbean.

Four days of heavy rain has flooded homes, streets and businesses in Florida.

Especially hard hit is Brevard County, where there's an estimated $12 million in building damage and $2.6 million in damage from beach erosion.

President George W. Bush has issued a federal disaster declaration to help. The flooding has floated alligators and snakes out their usual habitat.

Fay hovered for hours just off the Florida coast Thursday before returning for its third separate assault on the state.

At 8 p.m. Eastern it was located just west of Flagler Beach and was moving west at about 2 mph with maximum sustained winds of 60 mph.
